Citizens' Committee for Community Development With the initial use of its CDBG funding nearly 30 years ago, GURA established a citizens’ advisory board with membership that represents the community’s redevelopment and special needs populations. This is the primary citizen group involved with recommendations relating to development of the Annual Action Plan and Five-Year Consolidated Plan, though all citizens are encouraged to comment.
