The City of Greeley named an experienced public administrator with a proven track record of success in city government leadership as Greeley’s next deputy city manager for Community Building.
Raymond C. Lee III will join the city following a national search that drew 134 candidates to the vacancy, which became available following Becky Safarik’s retirement last September after her 42-year career with the city.
Lee’s municipal experience spans 13 years with the City of Amarillo, Texas, and the City of Dallas. His executive professional portfolio consists of multiple diversified management positions. In his current position, he serves as the director of Public Works with the City of Amarillo. There, he oversees, fleet services, drainage utility, solid waste, street services, traffic operations, and traffic engineering. Prior to that, he worked as the assistant director of street services for the City of Dallas.
Lee worked in other city departments including library services, city secretary’s office, human resources and risk management.
As one of two deputy city managers reporting to City Manager Roy Otto, Lee will oversee community development, economic health and housing, public works, water and sewer, and culture, parks, and recreation.

Lee received his bachelor’s in Public Administration from Henderson State University, and his master’s in Public Administration from the University of Kansas. He holds certifications in labor relations, leadership coaching, financial management, inclusion and diversity, and project management. He was accepted into the 2021 Harvard University Senior Executives in State and Local Government program.
