GREELEY, Colo. — The City of Greeley welcomes Mandy Shreve to lead the city’s Homeless Solutions Department.   

Shreve’s professional background spans nearly 20 years, with 13 years spent in local government. Her most recent experience includes interim chief executive officer for a social services non-profit organization in Dallas, and previously the assistant director of code compliance for the City of Dallas.    

Among her accomplishments, Shreve oversaw and led the operations of a $20 million nonprofit that offered a comprehensive array of social services to address poverty and homelessness. During her tenure, Shreve built partnerships with the community and city officials. At the same time, the organization housed nearly 400 residents, distributed 2.7 million pounds of food, and connected those in need to healthcare. In addition to her social services experience, Shreve’s vast local government experience will be an invaluable asset to the City of Greeley.  

In Greeley, Shreve will continue to elevate the city’s Housing First model while providing oversight to the homeless solutions department. This includes direct supervision of senior management to ensure the delivery of high-quality services focused on housing stability and retention. Additionally, Shreve will oversee the start-up of an outreach and rapid re-housing team serving 80 unsheltered homeless individuals throughout the city with funding from the state of Colorado’s recent $3.4 million grant for this task. 

“We are excited to welcome Mandy as our new homeless solutions director,” said City Manager Raymond Lee. “Mandy’s expertise and dedication to service will play a crucial role in addressing some of our community’s most underserved and vulnerable populations while enhancing the quality of life for all of our residents.”   

Shreve received her Master of Public Administration in management from the University of North Texas and her Bachelor of Science in social work from Abilene Christian University.   

“Everyone deserves a place to call home and fair access to ensure their basic needs are met,” said Shreve. “I’m excited to collaborate with my colleagues at the City of Greeley and our business and community partners to establish a unified strategy for implementing the Housing First model. Together we can make a meaningful difference in people’s lives.” 

Shreve’s first day in her new role will be May 20.
