Parking in Greeley

The City of Greeley Parking Services is committed to managing parking to provide safety and convenience for all users. 

How We Enforce

grpd-license-plate-recognition-05-resizeParking is enforced using license plate recognition software. The software is paired with license plate readers that are attached to the City's parking services vehicles.

If the same license plate is detected in an area for over two hours without payment or in a permit area without a permit, the system will issue a ticket. 

Parking Services/Ambassadors do not enforce timed parking for those vehicles displaying a valid handicap placard or handicap license plate.

Parking Citations (Tickets)

Vehicles can receive up to two citations or warnings per violation per day.

Payments are due within 30 days of the citation date. Please do not mail cash. Payments must be postmarked by the citation due date.

Appealing a Parking Ticket

If you believe that you have received a citation in error you can appeal your ticket online using our parking portal or in person at the Municipal Court 1001 11th Ave, Greeley CO. Please note that court staff cannot negotiate parking tickets.

The first appeal must be within 15 days of citation, and will be reviewed by Parking Services staff. During the appeal process, your ticket will be held in abeyance (state of suspension, frozen) until there is a ruling on the appeal. If the appeal is approved, the ticket is dismissed. If the appeal is denied, the outstanding fine must be paid within 7 days of the appeal determination -- or -- a second appeal can be filed at this time to the City Parking Referee. Please be aware, the citation escalation schedule will continue at any time the citation is not in appeal review. If the parking referee approves the second appeal, the ticket will be dismissed. If the second appeal is denied, the applicant must pay the outstanding fines within 30 days of the appeal determination.

Notices and Immobilization

If payment is not received within 30 days of a citation a letter is sent to the registered vehicle owner notifying them of the amount due. Immobilization may occur after 60 days of nonpayment regardless of whether the vehicle is parked legally at the time. A $100 immobilization fee will be applied to the outstanding permit fines.

If a vehicle has been added to the City scofflaw list, it will be immobilized if the vehicle license plate is scanned. An immobilization device is placed on the vehicle until the full amount owed is paid. If arrangements to remove the device are not made within 72 hours, the car may be impounded and the vehicle owner will be responsible for towing and storage fees in addition to the unpaid citation and immobilization fee.

Tampering with an immobilization device is a misdemeanor offense.

Abandoned Vehicles

A vehicle can remain in the public right of way for 72 hours without moving. If the vehicle has not visibly moved for 72 hours it will be issued a ticket with a notice to move within the next 72 hours. After 72 hours from the notice the vehicle will be considered abandoned and towed at the owners expense.

Immobilization

If a vehicle is immobilized and no payment is received within 72 hours, the vehicle will be considered abandoned and will be towed.

Inoperable Vehicle

If a vehicle is visibly inoperable (due to collision, flat tire, etc.) a ticket will be issued with a notice to remove the vehicle from the public right of way with 72 hours. If the vehicle is not removed within 72 hours the vehicle will be considered abandoned and towed.

Missing or Expired Plates

A vehicle with missing or expired plates will be issued a ticket with a notice to move within 72 hours. After 72 hours the vehicle will be towed.

Towing 

Private Tow

A property owner wishing to remove an abandoned vehicle located on their property using a private tow will follow these steps:

  1. Call Parking Services at 970-350-9641
  2. Parking Ambassadors will visit the site and provide the necessary paperwork including tow stickers and the tow sheet. Tow stickers can also be picked up at the Greeley Police Department 2875 W 10th St, Greeley, CO 80634
  3. If the vehicle is not moved within 24 hours the property owner can arrange for a private tow

Public Tow

For abandoned vehicles located in the Public Right-of-Way the following steps apply:

  1. A tow sheet is filled out for the vehicle indicating that is has either been parked on the street for an excess of 72 hours or appears disabled or inoperable
  2. The vehicle is checked against the database of stolen vehicles
  3. If the vehicle is not moved within 72 hours, it will be towed at the owners expense

Handicap Application

For qualifying residents, the City of Greeley will install a “Disabled Parking Sign” to mark off a space of a minimum of 16 feet of sidewalk in the closest proximity to the qualified applicant's residence. These signs mark the space and only allow vehicles displaying a valid handicapped license plate or placard to park there.
