Current Inspection Policy

The majority of City of Greeley offices are closed to the public and non-essential personnel starting March 16th. However, building inspections will be performed as follows.

Building Inspections Inspections for the following will continue business-as-usual at this time

  • Non-Occupied Spaces (including New Construction)
  • Additions accessed from the exterior
  • Tenant Finishes of Unoccupied Commercial Spaces accessed from the exterior
  • Electrical services
  • Natural Gas pressure tests
  • Reroofs
  • Solar Permits
  • Footings & Foundations
  • Underground Plumbing

We are starting a program for virtual inspections for the following as time allows, please note that when making the request online

  • Interior Remodels and Alterations
  • Basement Finishes
  • Boiler and Air Conditioning Installations
  • Furnace
  • Water Heater

General Contractors, Plumbing Contractors, and new Water/Sewer line Installers. Effective immediately, installation standards to comply with Colorado State law.


Following a City Council Worksession in July, an Open House for contractors in early August, and the First Reading in late August, at City Council’s September 3, 2019 Meeting, the ordinance authorizing the adoption of the family of the 2018 International Code’s was approved. The adoption includes the International Building, Residential, Fire, Plumbing, Mechanical, Fuel Gas, Existing Building, Maintenance, and Energy Conservation Code’s. The effective date will be January 1, 2020.

Roofing Requirements

  • The City of Greeley does not require contractor licensing
  • Roofing permits are required for all roofing over 200 square feet
  • Contractors will be registered with the City of Greeley with their first permit application
  • The City of Greeley utilizes eTRAKit for all permitting
  • The adopted codes are the 2018 International Building Code and the 2018 International Residential Code
  • The required wind design speed is 115 mph
  • All roofs must be solidly sheathed
  • Drip edge is required on all rakes and eaves
  • Ice and water shield is not required
  • Mid-roof inspections are not required
  • Ladders are required for final inspection.

The erection, construction, alteration, repair, moving, or demolition of a building or structure requires a building permit. See applications below, or contact us at 970-350-9830. Submit related plans with your application. Your application will be reviewed for code compliance.

Construction inspections

Request an Inspection

Required inspections are performed at various stages of the construction process as outlined in the International Codes.

A list of the required inspections is also included in your permit. But, as a general rule, an inspection is required prior to covering up any work regulated by the codes.

To request an inspection, use eTRAKiT.

Inspections are typically conducted between 7:00 a.m. – 5:30 p.m. Monday thru Friday. We cannot schedule, or guarantee, a specific time for an inspection. However, we will try our best to make arrangements to inspect a project when access is provided.

Inspection requests must be received by 4:00 p.m. on the business day prior to the inspection. Monday inspections must be requested by 4:00 p.m. on Friday, and inspections cannot be scheduled or completed on holidays.

Please leave the address, type of inspection requested, and the permit number with your message. If this information is not provided, or is unclear, the inspection cannot be scheduled.

Property Maintenance Code

The City's Property Maintenance Code constitutes minimum requirements and standards to protect life, health, property, and public welfare by regulating the use, occupancy, location, and maintenance of all residential and nonresidential buildings. When issues are reported,we will investigate complaints and observations of possible property maintenance code violations and determine if there is a violation of the Code

    • Plan review - 20 working days
    • Footing and foundation - 10 working days
    • Additions/remodels - 10 working days
  • Commercial time line:
    • Plan review - 20 working days
    • Tenant finish - 10 working days
    • Additions/remodels - 10 working days 
  • The review process may be extended by additional department reviews
  • Plans returned with redlines (corrections) and other city department's notes
  • Your project may begin! You must address all issues noted on plans and/or permit.
