Greeley's Water & Sewer Department bills its customers monthly. We calculate your monthly bill using two factors:
- Fixed service charges
- Consumption charges for every 1,000 gallons of water used or sewage treated

Greeley has a rate structure that uses water budgets for single-family residential accounts. This rate structure uses rate tiers based on efficient water use for your lot size and people in your household. If you use less than or the same amount of water as your water budget, you will pay less for each thousand gallons of water used. If you use more water than your water budget, you will pay more for the extra water used.

Charges for residential customers are calculated on winter water use.

2024 Rate Increases
The City of Greeley approved utility rates for 2024, including an increase in stormwater, sewer, and water rates. Effective Jan. 1, 2024, the fees will help the city provide residents with safe, reliable, and great-tasting water.
A Breakdown of Added Costs
Most residents will see their bill increase by about $7.84:
- $2.53 for water — Funds major water supply and storage projects, including aging infrastructure. Greeley is phasing the timing of several projects to minimize the rate increase.
- $2.80 for wastewater (sewer) — Meets new federal and state regulations for a more intensive wastewater treatment process.
- $2.51 for stormwater — Improves the drain system to transmit stormwater safely out of problem areas prone to flooding and protect the community.
This estimate uses an average-sized house and yard. Weather, property size, and type of watering also affect your bill.

Why the Increase?
» The water rate increase allows for continued investments to replace aging infrastructure. Officials intentionally delayed a few infrastructure projects to limit the water rate increase. While chemicals, power, and materials costs have all increased over recent months, the city's water utility has ensured the water rate increase is below general inflation.
» The wastewater (sewer) rate increase allows the city to meet an unfunded environmental regulatory mandate by the state and federal government to reduce algae-forming nutrients released in treated wastewater. Greeley and all other municipalities across Colorado are obligated to comply with these stricter regulations, increasing costs to wastewater customers across the state.
» The stormwater rate increase helps replace aging and undersized drainage systems across the city and improve public safety. Public Works' multi-year plan to construct improvements will help protect your property and our community.
Q: What if I can't afford to pay my water bill?
A: The city has established a utility assistance program for Greeley water customers. If qualified, a credit will be given to the customer’s water bill. The same income qualifications apply for the city’s food tax rebate program so residents only need to complete one application to benefit from both programs.
