Greeley’s Flush and Flow program is a partnership between the Weld County Youth Conservation Corps (WCYCC), Northern Water, and the City of Greeley, designed to help qualified families, single-family residential homes, upgrade to high-efficiency toilets—free of charge!

Eligibility
Owners or renters of single family homes that qualify for SNAP, LEAP, the Greeley Food Tax, or any other similar program automatically qualify. If you are on a fixed income or receive assistance through other government programs such as Medicaid, additional verification will be required. Renters of single-family residential homes who meet requirements and pay their own water bill are able to participate in the program with permission from their landlord.
How to Participate in Three Simple Steps
Step 1: Check Eligibility & Sign Up. Begin by confirming your eligibility and scheduling a free indoor water assessment. Click the book appointment button below.

Step 2: Indoor Assessment: During your assessment, a Greeley Water Conservation staff member will evaluate water usage in your home and determine if your current toilet qualifies for replacement. To be eligible, your existing toilet must use 1.6 gallons per flush or more, and u
p to two toilets can be installed per household. We can also install faucet aerators and low-flow showerheads at this time for free.
Step 3: Schedule Installation: Once your assessment is complete and your toilet is approved for replacement, you’ll receive a report and a voucher from the City of Greeley Water Conservation staff with instructions on how to book an appointment with the Weld County Youth Conservation Corps who will install the free toilet or toilets.
